Alert – Urgent meeting on the Kerala Paddy-Wetlands Protection Bill 2007

You may all be aware that the Kerala Paddy protection Bill 2007 was drafted and has been in discussion since February 2007. The Bill is yet to be placed in the Kerala Assembly. The Select Committee had wide ranging discussions and thousands of farmers responded. Almost all of them welcomed the Bill, but wanted the Government to implement the Bill with the following ammendments
a) Remove those provisions that will harm the Farmer – like the Jail sentence
b) Declare measures that will make Paddy cultivation viable by providing Direct Income Support, increased Production Bonus, Subsidies as offered to Horticorp crops etc
c) Make the Revenue Department officers also responsible and accountable, and remove provisions that will cause harrasment of farmers.
While nobody seem to be against the Bill, which is so much needed in the wake of the Food security crisis, the fact is that the Land and Construction mafia has been able to influence many organisations to demand the scrapping of the Bill. The Government is also buckling under its pressure, and forgetting their commitment to farmers and food security. Hence with Farmers and Food as the first priority, we are calling farmers groups, environmentalist, scientists and all citizens groups to join us at a Planning meeting on the 5th of July 2008 at 2.00 pm at the PG centre (near Vaddake Stand), Thrissur.
The agenda is to
a) Chart a demand list for submission to the Government
b) Form a broader collective on the “Food Security” ensuring farmer sustainability
c) Plan immediate action to get the Bill implemented.
